Obama Admin Releases Housing Scorecard: Passing Grade, But Improvement Needed

The U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of the Treasury today released the January edition of the Obama Administration's Housing Scorecard.

The latest housing figures show increased new and existing home sales as home affordability remains high, but officials caution that the market remains fragile, as prices are unsettled.

Foreclosure starts and completions remained low at the year’s end, as lenders continue to review internal servicing procedures. The Obama Administration’s complete housing scorecard on the nation's housing market is available online at www.hud.gov/scorecard.

Each month, the Housing Scorecard incorporates key housing market indicators and highlights the impact of the Administration's housing recovery efforts, including assistance to homeowners through the Federal Housing Administration (FHA) and Home Affordable Modification Program (HAMP).

The January Housing Scorecard features key data on the health of the housing market including:

·         New and existing home sales increased in December, but remained below levels seen in the first half of 2010. Record low mortgage rates continue to keep home affordability at record high levels. However, home prices remain unsettled at this fragile stage of the recovery.

·         As lenders review internal procedures related to foreclosure processing, many foreclosure actions have been delayed leading to a lower level of foreclosure activity in December than in prior months. The decline is likely to be temporary as lenders eventually revise and resubmit foreclosure paperwork in the coming months.

·         More than 4.1 million modification arrangements were started between April 2009 and the end of December 2010 - more than double the number of foreclosure completions during that time. These actions included more than 1.4 million HAMP trial modification starts, more than 650,000 FHA loss mitigation and early delinquency interventions, and nearly 2 million proprietary modifications under HOPENow.

While some homeowners may have received help from more than one program, the number of agreements offered was more than double the number of foreclosure completions for the same period (1.7 million). View the December HAMP Servicer Performance Report.

·         Homeowners in HAMP permanent modifications continue to perform well over time, with re-default rates lower than industry norms.  December data for the Making Home Affordable Program (MHA) shows that after 12 months, nearly 85 percent of homeowners remain in a permanent modification. Homeowners in HAMP permanent modifications have already reduced their mortgage obligation by more than $4.5 billion to date.

In a continued commitment to enhanced reporting and transparency, today the Administration also released the Making Home Affordable Data File which includes characteristics of program participants to date, including financial information, mortgage loan information before and after entering HAMP, performance in a HAMP modification, and race/ethnicity data.  The MHA Data File offers mortgage loan-level data and is intended to allow for better understanding of the impact of the program.

Key findings that emerged from a preliminary analysis of the MHA Data File include:

·         To date, most program participants are moderate and middle income, financially-distressed homeowners who are "underwater" on their mortgages.  Borrowers in active permanent HAMP modifications have a median annual income of approximately $46,000; a median credit score of 570 upon entering the trial period; a post-modification loan balance of just over $232,000 and a median mark-to-market loan-to-value (LTV) of 118 percent. 

·         Of borrowers reporting race and ethnicity, African-Americans account for 18 percent of active permanent modifications and Hispanics account for 26 percent.  

·         Homeowners in active permanent modifications have seen their monthly mortgage payment cut by a median of approximately 40 percent. Eighteen percent of homeowners in active permanent modifications have reduced their monthly mortgage payment by more than $1,000 each month.

In preparing the MHA Data File, Treasury applied the recommendations of an independent non-profit, non-partisan policy institute to ensure the privacy of participating homeowners. The release of today’s data file fulfills a requirement within the Dodd-Frank Wall Street Reform Act to make available loan-level data about the program. Treasury will update the file monthly and will expand reporting to include newer initiatives that are part of Making Home Affordable.

Carolina Colours features a 7,100-yard championship golf course by William R Love

Carolina Colours, New Bern, NC, has announced its newest neighborhood, Waterleaf. The new enclave features 13 homesites, nine of which front 25-acre Carolina Lake which sits at the heart of the community. Three of the homesites have already been sold.

The first residence, a custom home, is going under constructiion the first week of February. All homesites
cover more than half an acre, with most between .6 and .74 acres. Request more information.

All lots have access from a cul-de-sac and all roads and utilities to Waterleaf are in. Homesite prices range from $49,500 to $159,500.

Hilton Head Lakes & Wild Wing Plantation Get New Life as Stratford Land Joins Myrtle Beach Development Group

One of the Carolina’s leading real estate development groups, including the owners of Hilton Head Lakes, and Stratford Land have formed a joint venture which has acquired 15 coastal Carolina residential and commercial real estate assets.  

The real estate portfolio includes over 7,390 acres of fully-entitled land with a large amount of infrastructure already in place and 725 developed lots, 7,245 partially developed lots, and 15,519 permitted lots within popular master-planned communities in Hilton Head and Myrtle Beach and one undeveloped parcel in North Myrtle Beach. 

The portfolio also includes two commercial loans secured by in-service assets such as a golf course, several office buildings, residential lots and a beachfront property. A purchase price and immediate plans for the properties have not been revealed for the transaction that closed on December 22, 2010.

Hilton Head & Myrtle Beach Properties
In the Hilton Head area, the joint ventures’ assets include Hilton Head Lakes, a fully entitled, 2700-acre master-planned development halfway between Savannah and Hilton Head, and Tradition, a 1900-acre, fully entitled, master-planned development with a Tommy Fazio championship golf course in play.

In the Myrtle Beach area, the acquired properties are: Wild Wing Plantation, a 1,000-acre development with a 27-hole golf course community; Sandridge, a 1,600-acre undeveloped parcel of land bordering the Intracoastal Waterway in North Myrtle Beach; Grey Plantation Parcel, one of the last undeveloped parcels in the 8,000-acre, master-planned Carolina Forest development that is popular with national homebuilders; and Windsor Plantation, a 300-lot development located seven minutes from the ocean with active home building underway.

The Private Investor Group is lead by managing members, Ralph Teal, Carson Benton and Lawton Benton, known for their successful development of Wild Wing Plantation, Plantation Lakes and Cypress River Plantation, among numerous other developments over several decades.

A Strong Capital Partner
Ralph Teal, Myrtle Beach-based managing member of the joint venture, commented on the importance of securing a strong capital partner.

“After hand-picking properties for acquisition, our goal was to find the strongest capital partner possible that would be a good fit for us and the portfolio we had assembled. We are delighted Stratford Land is joining us as a partner and long-term investor in this region,” Teal said.

“The financial strengths of both groups combine to give this joint venture the staying power to ensure that each of these properties is developed to its highest potential at the perfect time.” 

Stratford Land’s MacDonald explained, “We were able to acquire these properties outright, unencumbered of debt, giving our partnership the competitive advantage and flexibility to develop and market prime properties as the market is ready for them.”

The Cliffs Communities, Inc. and Urbana Companies, LLC Announce Joint Venture

The Cliffs Communities, Inc. (“The Cliffs”), a South Carolina-based developer and Urbana Companies, LLC (“Urbana”), a Dallas-based developer, recently announced the creation of a joint venture.

Urbana’s initial investment in the venture allows The Cliffs to significantly reduce its outstanding debt, increase cash flow and provide capital for The Cliffs ongoing operations.  The financial terms of the transaction were not disclosed.

The Landings, GA, Counters Real Estate Trends with a 38% Rise in Sales in 2010

Bucking local, regional and national trends in real estate, The Landings on Savannah’s Skidaway Island  reports that sales in the community increased significantly in 2010. 

According to Savannah MLS statistics, home transactions (closings) in all of Chatham County declined by 2% in 2010 versus 2009, but home closings in The Landings were up a robust 38% in 2010, to 137 vs. 99 in 2009. Request more information.

“2010 was a decidedly stronger year for real estate at The Landings than 2009 was,” notes Bill Houghton, president of The Landings’ homeowner association-owned marketing and sales firm, The Landings Company. 

“We have solid and stable demand from folks in the region who want to trade up to the best community in Savannah, and we have seen renewed interest by out-of-towners who view The Landings as a premier gated community. 

Houghton cited several investments made in the downturn, such as a major expansion to the wellness and fitness complex and a complete renovation to one of the communities’ 6 courses in 2009, a new tower at one of the marinas completed in 2010, that underscored the stability of the community, which he said was "even more important in uncertain times.”  Request more information.

Part of the community's investment which has helped maintain property values is a national marketing program which was developed by The Landings Company.
